A motion was made by Commissioner Kumaran, seconded by Commissioner Dove, recommending <br />that the water and sewer facility costs be allocated in such a way that existing residents pay only <br />for hook-up and connection fees and that the infrastructure and hook-up to new development be <br />paid for by new development. <br />ROLL CALL VOTE <br />AYES: Commissioners Dove and Kumazan <br />NOES: Commissioners Barker and Wright, and Chair Cooper <br />ABSTAIN: None <br />ABSENT: None <br />The motion failed. <br />A motion was made by Commissioner Barker, seconded by Commissioner Wright, recommending <br />that the new development pay for the infrastructure and that existing homes only have to pay the <br />hook-up fee and that the hook-up fee should be evenly distributed between all of the existing units <br />and not based on whether they need a pump station. New development shall pay for their <br />infrastructure and their hook-up fees. <br />ROLL CALL VOTE: <br />AYES: Commissioners Barker, Dove, Wright and Chair Cooper <br />NOES: Commissioner Kumaran <br />ABSTAIN: None <br />ABSENT: None <br />The motion carried. <br />Commissioner Kumaran noted for the record that he opposed the motion because he feels the costs <br />should be on the basis of the costs that are incurred by the City for the various areas. <br />Wayne Rasmussen asked for clazification relation to Trail 8A. Chair Cooper stated that Trail 8A from <br />the MDR to the bypass road would be built when 75% of the housing were developed. <br />Mr. Rasmussen also asked whether the Commission agreed to change the reference from open space <br />easement to agricultural space easement in the specific plan. The Commission agreed. He asked <br />whether they agreed to deleted Condition No. 24 which would allow the Christesen property to proceed <br />as per the specific plan and the Commission agreed. <br />Mr. Rasmussen also reminded the Commission of Mr. Howell's comment relating to the storm water <br />problem on Alisal Street at Faith Chapel and his request that it be resolved in the specific plan with the <br />other drainage issues.
