A motion was made by Commissioner Dove, seconded by Commissioner Wright, recommending <br />that the City Council accept Option No. 4. <br />Commissioner Barker stated that she wanted to recommended Option No. 3, and if at any time, the <br />committee decided to exclude Staples Ranch, it would have the option to do so. Chair Cooper stated <br />that he will not support re-studying Staples Ranch. He pointed out that it is still open for debate and is <br />not being excluded. Commissioner Kumaran stated that he is not suggesting that the Staples Ranch plan <br />is incorrect, but if it is included in the study and then later thrown out if it is not needed, then it is <br />preferable to do that than not to include it at all. <br />ROLL CALL VOTE <br />AYES: Commissioners Dove and Wright, and Chair Cooper <br />NOES: Commissioners Barker and Kumaran <br />ABSENT: None <br />ABSTAIN: None <br />The motion carried. <br />A motion was made by Commissioner Barker, seconded by Commissioner Kumaran, <br />recommending that Option No. 4 be a general plan level study considering all elements of the <br />General Plan. <br />ROLL CALL VOTE <br />AYES: Commissioners Barker, Kumaran, and Chair Cooper <br />NOES: Commissioners Dove and Wright <br />ABSENT: None <br />ABSTAIN: None <br />The motion carried. <br />A motion was made by Commissioner Kumaran, seconded by Commissioner Barker, <br />recommending that this be accomplished by a committee that has majority representation from <br />the leadership of the proponents of the referendum and to include staff input and participation. <br />ROLL CALL VOTE <br />AYES: Commissioners Barker and Kumaran <br />NOES: Commissioners Dove and Wright, and Chair Cooper <br />ABSENT: None <br />ABSTAIN: None <br />The motion failed. <br />Planning Commission Page 9 April 8, 1998 <br />
