6e. Review of the Alameda County Fairgrounds Draft Strategic Plan <br />Jerry Iserson presented the staff report noting that last year a subcommittee of the Fair Board <br />was appointed to develop a 20-year strategic plan for the fairgrounds. One of the goals was to <br />identify issues relating to the Fairgrounds that needed to be addressed within the next five years <br />and how they could be responded to. At that time, the Fair Board expressed interest in <br />obtaining input from other bodies within the community, and the City of Pleasanton was <br />identified and, therefore, has been asked to review and comment on the proposed plan. <br />Mr. Iserson reported that staff has reviewed the plan, analyzed the issues, and compared its <br />goals and objectives to the General Plan. Staff feels that, in a general sense, portions of the <br />proposed plan address the applicable parts of the General Plan, noting that the staff report <br />including applicable policies of the General Plan. <br />Staff has commented that they would like to see the proposed plan be more specific relating to <br />discussions with the City as development expands in the surrounding area to address the need <br />to evaluate the infrastructure in the area. He would also like to see the fairgrounds work with <br />the City and developers to make sure [hat the infrastructure is expanded and coordinated between <br />the City and the Fair Board, and to make sure that any new developer contribute its fair share <br />for such improvement. Staff is, therefore, suggesting that those issues be considered by the <br />Commission. <br />Commissioner Kumaran asked Mr. Iserson to explain the plans for extending Rose Avenue to <br />Valley Avenue. Mr. Iserson commented that that concept has been considered for a long time <br />by the City in order to allow two points of access to those properties. He further commented <br />that staff expects to be receiving some development applications for that area within the next <br />year. He stated that the extension of Rose Avenue to Valley Avenue is identified in the General <br />Plan and, therefore, staff expects [hat to be completed with the development of the area. A brief <br />discussion took place relating to the possible layout of Rose Avenue if it were to be expanded. <br />Commissioner Barker asked whether the City has a representative on the Fair Board. Mr. <br />Iserson responded that although he does not believe there is, it is his understanding that there <br />are some city liaisons. Upon further questioning by Commissioner Barker, Mr. Iserson <br />commented that the Commission could request that a City representative be appointed to the Fair <br />Board. <br />Commissioner Barker asked when the Commission's comments would be forwarded to the City <br />Council, and Mr. Iserson advised that the City Council will be reviewing the issue at next <br />week's meeting. Commissioner Barker expressed concern that that was a short time within <br />which to request a review of and comments on the plan. <br />PUBLIC HEARING WAS OPENED <br />Planning Commission Page 8 January 14, 1998 <br />
