Commissioner Barker amended page 17, paragraph 3, sentences 1 and 2, to read as follows:
"In response to a question by Commissioner Barker, Mr. Iserson noted that the project would
go on to City Council through an appeal and will be on the same time schedule. He also noted
that the Commission's recommendations on all other issues would be reflected in the minutes
for the City Council to review".
Chair Cooper amended page 15, final paragraph, sentence 1, to read as follows: "Chair Cooper
feels that it is regrettable that the issue of affordable housing was never raised in this project
prior to this evening's meeting and that it would be unreasonable to deny the project at this
point".
3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE
PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE
AGENDA
There were none.
4. REVISIONS AND OMISSIONS TO THE AGENDA
Jerry Iserson reported that item 6d, PUD-31-30-75D, Shaklee, has been continued to the January
28, 1998, meeting.
5. MATTERS CONTINUED FOR DECISION
There were none.
6. PUBLIC HEARINGS
a. UP-97-56. Laura Darrow
Application for anon-exempt home occupation approval to conduct piano and voice lessons
in an existing residence located at 7760 Cottonwood Lane. Zoning for the property is R-1-
65 (Single Family Residence) District
Jerry Iserson presented the staff report giving the history of the application. He noted the
proposed days and hours of operation and stated that the applicant will conduct the lessons from
her living room, which is located toward to the front of her home. He stated that all lessons are
private and that no recitals or programs would be held in the home.
Mr. Iserson advised the Commission of a neighbor across the street from the applicant, Mr.
Len Pedro, who objects to this home occupation because he can hear music coming from the
home. However, staff noted that the noise Mr. Pedro has complained of is from wood
instruments and that the applicant teaches only piano and voice lessons. He further noted that
the applicant's children practice wood instruments, which is unrelated to the home occupation.
Planning Commission Page 2 January 14, 1998
