Vic Malatesta supported the Sharks organization and the facility, noted the City is asking a lot of <br />them and urged approval. <br />Richard Pugh said he provided the Council with a template of a ground lease written with the <br />City of Concord which includes a rent floor and a ceiling that provides a recurring cash stream, <br />recommends looking at raising the monthly rent above $1, restructure the lump sum collections <br />based on the concept of total contract value, that a 30-year first right of use with a 5-10 year <br />rent reuse, include a surety to protect the City from closure of the facility or failure of the Sharks <br />organization itself, asked whether or not the current arrangement dealing with private <br />corporations as opposed to not for profits is in conflict with Resolution 92-130, and he urged the <br />Council to keep communication open for ideas in formulating a mutually agreeable deal. <br />Amy Blaschka, Tri-Valley Convention and Visitors Bureau President, voiced support for the <br />agreement for the proposed ice facility, said it would provide 9900 booked hotel room nights <br />annually which equates to $4 million in economic impact, as well as a great attraction to the <br />community. <br />John Carroll said in his April 1, 2007 email he asked a number of financial questions which he <br />still have not been answered, was opposed to the $1 lease, as the organization was afor-profit <br />corporation, suggested the City ensure there is a surety or insurance if something goes wrong, <br />and until the public is made aware of the information, the proposal should not be approved. <br />Jan Batcheller urged the Council to approve the core objectives and said there is no good <br />reason for delay. <br />Brenda Harris said one objection voiced at the last meeting was the facility being regional, but <br />she thinks regional ice hockey tournaments would be beneficial. There are some of the nicest <br />government owned facilities in public parks in Canada and Colorado, said the site of the facility <br />is very windy and believed the location was great for multiple uses, and she urged the Council <br />to support the plan. <br />Aaron Barnett discussed his management experience with Skate Town, a family ice rink in <br />Roseville, supported the Sharks ice facility proposed, believed that a privately run Sharks facility <br />is an added benefit as city run facilities sometimes do not succeed, said he plays on an adult <br />league at the Sharks Oakland facility and asked the Council for continued support. <br />Sharrell Michelotti felt the facility was a great deal for the City, asked the Council to move <br />forward with approval of the objectives, voiced concern with the amount of time the matter has <br />taken, and urged for approval. <br />Cliff MacDonald said he has been involved in ice hockey for over 50 years as a player, coach <br />and parent, congratulated everyone for their hard work, believed this was a tremendous <br />opportunity for the City and urged the Council to move forward. <br />Scott Raty, Chamber of Commerce, said the ice facility will provide the community with ayear- <br />round recreational facility at no expense to taxpayers, cited significant economic impacts for the <br />City and urged the Council to move forward on approving the core objectives. <br />Mayor Hosterman closed public comment. <br />BREAK: Mayor Hosterman called for a brief break. <br />City Council Minutes 6 September 2, 2008 <br />
