15 <br />THE CITY OF <br />.~. ~ <br />j~L£~S~4NTONo <br />CITY COUNCIL AGENDA REPORT <br />September 16, 2008 <br />Community Development Department <br />TITLE: PUD-62/PGPA-13, WINDSTAR COMMUNITIES, INC. - CONSIDER <br />APPLICATIONS FOR GENERAL PLAN AMENDMENT AND PLANNED <br />UNIT DEVELOPMENT (PUD) REZONING AND DEVELOPMENT PLAN <br />TO CONSTRUCT A MIXED-USE, HIGH-DENSITY RESIDENTIAL/ <br />COMMERCIAL DEVELOPMENT AT 6110 STONERIDGE MALL ROAD <br />PROPERTY OWNER: San Francisco Bay Area Rapid Transit District (BART) <br />GENERAL PLAN: The current General Plan Land Use Designation is <br />Retail/Highway/Service Commercial; Business and Professional <br />Offices <br />ZONING: The current zoning for the property is PUD-C-O (Planned Unit <br />Development -Commercial-Office) District <br />SUMMARY <br />The applications would allow the construction of a mixed-use, high-density <br />residential/commercial development containing 350 apartment units and approximately <br />14,000 square feet of commercial/retail space on a 6.9-acre portion of the BART-owned <br />property adjacent to the future West Dublin/Pleasanton BART station. The Planning <br />Commission (4-1 vote) determined that the proposed land use and site plan are <br />appropriate, that the buildings are well designed and will be compatible with the <br />surrounding area, and, therefore, provided a supportive recommendation. The <br />applicant is in agreement with the Planning Commission's recommended conditions of <br />approval. Staff is not aware of any public opposition to the project. <br />HOUSING COMMISSION RECOMMENDATION <br />Recommended approval of the inclusionary housing aspects of the project, the <br />affordable housing agreement, and the associated fee waiver. <br />PLANNING COMMISSION RECOMMENDATION <br />Recommended approval of the General Plan Amendment and PUD rezoning and <br />development plan applications subject to the attached conditions. <br />
