ATTACHMENT 3
~PUBL EA
here none.
MATTERS BEFORE THE COMMISSION
A. Review and Suaaort the Memorandum of Understandine between the City and
Livermore/Amador Valley Transaortation Authority (LAVTAI to Provide Reciprocal
Paratransit Services
Ms. Yurchak introduced Recreation Supervisor Pam Deaton, and advised that she would review with the
Commission the Memorandum of Understanding for Pazatransit Services between the City of Pleasanton
and the Livermore /Amador Valley Transportation Authority (LAVTA).
Ms. Deaton noted that the City executed an Agreement with LAVTA in 1992 to provide reciprocal
pazatransit services. The agencies worked jointly to provide pazatransit services between the respective
jurisdictions during Pleasanton Paratransit Service's standazd hours of service. Since both the City's and
LAVTA's services have changed over the yeazs, it seemed an appropriate time to draft a new
Memorandum of Understanding (MOU) that would reflect the current services offered.
The Commission was provided details of the assistance given to customers by LAVTA and Pleasanton
Paratransit Personal Care Attendants, reservations scheduling, service azeas, and Americans with
Disabilities Act (ADA) eligible persons. Ms. Deaton reviewed with the Commission the MOU and asked
that it support the document and forwazd a recommendation to the City Council seeking approval.
Commissioners Casper and Rowland discussed with Ms. Deaton the coordination of trips between
Pazatransit and LAVTA, and whether there were any unmet needs. Ms. Deaton discussed the difficulty
experienced with getting customers to the Kaiser Permanente facility in Walnut Creek, which requires
users to make two (2) transfers. She advised that Wheels currently has a direct connection from the
BART location to Kaiser, but only during specific times. There was discussion about possibly using
Measure B funds to help with this problem sometime in the future.
Commissioner Tenbrink commended Ms. Deaton on her hazd work and dedication to the Paratransit
program.
Ms. Deaton advised Commissioner Nagler of the good working relationship that the City has with
LAVTA, and indicated that she felt all items had been covered and a strong working agreement reached.
A motion was made by Commissioner Tenbrink, seconded by Commissioner Casper, to support the
proposed Memorandum of Understanding for Pazatransit Services between the Livermore /Amador
Valley Transportation Authority (LAVTA) and the City of Pleasanton, and recommend City Council
approval of the document.
Human Services Commission Minutes
August 6, 2008
Page 2
