3 <br />THE CITY OF <br />~L~~S~4NTONa CITY COUNCIL AGENDA REPORT <br />September 16, 2008 <br />City Manager <br />TITLE: APPROVAL OF CONTRACT WITH ECONOMIC & PLANNING <br />SYSTEMS FOR MARKET AND FISCAL IMPACT ANALYSES FOR THE <br />PLEASANTON GATEWAY BUSINESS PARK <br />SUMMARY <br />The applicant, South Bay Development Company, proposes to modify the office-only <br />approval of their property in the Bernal Property Specific Plan (Project) to allow amixed- <br />use development that would include business and professional offices and retail uses, <br />including a 65,000 square foot lifestyle format Safeway Store, a 10 fuel dispenser gas <br />station owned and operated by Safeway Stores, 59,506 square feet of multi-tenant retail <br />shops located in the retail component of the Project, and 588,500 square feet of office <br />space to be located in seven buildings (this portion of the Project will remain the same <br />as approved in the Bernal Property Specific Plan). As part of the future review of this <br />Project, the Council will consider the market and fiscal impact of the proposed <br />development on the City's revenues and expenditures and the Project's impacts on <br />existing businesses in the City. In light of this, staff circulated a request for proposal <br />(RFP) to four firms and received a response from three of the firms. Based on an <br />evaluation of the responses, staff has identified Economic & Planning Systems (EPS) of <br />Berkeley, California as the most qualified proposer and the lowest bidder; therefore, <br />staff is recommending EPS be authorized to complete this work. <br />RECOMMENDATION <br />Staff recommends the City Council authorize the City Manager to execute the <br />agreement with Economic & Planning Systems for the preparation of a market and fiscal <br />analyses for the Pleasanton Gateway Business Park for an amount not to exceed <br />$23,000. The agreement is included as Attachment 1. <br />FINANCIAL STATEMENT <br />The cost of the fiscal impact study will be based on a time and material basis for a total <br />cost not to exceed $23,000. The City will be reimbursed by South Bay Development <br />Company for the full cost of the study. <br />
