Councilmember McGovern reiterated support for her original motion requiring Planning <br />Commission review instead of staffs review. <br />17. Consider approving the conceptual site plan for the redevelopment of Kottinger Place and <br />authorization to proceed with financing plan and additional facility design <br />Assistant City Manager Bocian gave the staff report, said staff and a Task Force working on the <br />project is requesting authorization to proceed to complete a project plan that includes items <br />indicated in the staff report. He said one issue is use of the Regalia House which is the former <br />Women's Club located on Vineyard and the development of a City room. The property currently <br />housing the Regalia House will be used for a new development, it will be replaced inside the <br />community room of the new development. A City room would be created inside the community <br />clubhouse building which would be used for City functions. There is concern about the fact that <br />the current site plan being proposed includes three-story buildings. There are issues relating to <br />the project's financing that staff has yet to thoroughly review. There is a project ownership issue. <br />Issues relating to relocating tenants residing in Kottinger Place and Pleasanton Gardens needs <br />to be resolved, as well as the elevations of the building, a revised site plan, and disposition of <br />the Pleasanton Garden site. <br />Mr. Bocian said staff and the Task Force have worked on the project for some time and a few <br />years ago, the Council authorized the hiring of Christian Church Homes to work on the project. <br />He said Kottinger Place is 50 units, owned by the City's Housing Authority and Pleasanton <br />Gardens is 40 units located directly across the street, owned by anon-profit resident group; <br />Pleasanton Gardens, Inc. The Task Force looked at a number of options for a new development <br />and the plan thus far has been reviewed by the Parks and Recreation Commission on a number <br />of occasions. Many meetings have been open to the public, and the Council set aside $4 million <br />for the project, should it be developed. <br />Mr. Bocian presented pictures of Kottinger Village Park, Kottinger Place, Pleasanton Gardens, <br />and the Regalia House and said the Pleasanton Gardens site would be extended up to the <br />Regalia House land. He said he did not believe the Regalia House had any historic significance, <br />it was built as part of the military building that used to be on the site in the 50's, was turned over <br />to the City, the City entered into along-term lease with the Women's Club who operated it until <br />the early 90's and the City has been operating it since that time. The name of the House comes <br />from Regalia Street which used to go through the site to Kottinger and stopped when Kottinger <br />Place was built. <br />The Regalia House is not in the best shape, there are significant needed improvements to be <br />made, it is not programmed at its fullest, and staff would need to review whether significant <br />physical enhancements to the physical structure would make financial sense. He also noted that <br />there is no real impact in terms of using the Kottinger Village Park land for the proposed new <br />development. <br />He presented pictures of units of each of the buildings and their theme or type of development, <br />the western edge of the park, parking, three-story buildings located down the street with a <br />number of them dropping toward the other side of Vineyard, several mature trees which would <br />effectively screen the development, Kottinger from the creek, elevation changes, the new Birch <br />Terrace project, Greenbriar, Ridgeview Commons, and other developments in the area. He <br />presented the site plan showing the development location, community building, three-story <br />portions, access from Vineyard and Kottinger without thru-traffic, the community building <br />opening toward vineyards, and said all buildings are linked. <br />City Council Minutes 13 June 3, 2008 <br />
