13 <br />THE CITY OF <br />' ' -• ~ CITY COUNCIL AGENDA REPORT <br />j~L£~S~NTON- <br />September 2, 2008 <br />City Manager's Office <br />TITLE: REVIEW AND APPROVAL OF CORE OBJECTIVES PERTAINING TO A <br />POTENTIAL GROUND LEASE WITH THE SAN JOSE ARENA <br />MANAGEMENT, LLC FOR USE OF THE STAPLES RANCH <br />COMMUNITY PARK FOR AN ICE SKATING FACILITY <br />SUMMARY <br />In November 2007, the City Council directed staff to initiate a master plan process for <br />the proposed 17-acre Staples Ranch Community Park (community park), consistent <br />with a Joint Policy Statement developed by Friends of Pleasanton and Pleasanton First; <br />two local advocacy groups. The process included a number of public workshops <br />designed to solicit broad community input concerning the overall appearance and <br />suggested amenities for the park. At its meeting on June 10, 2008, the City Council <br />approved a Staples Community Park Master Plan (Master Plan), and directed staff to <br />prepare core objectives to address a request by the San Jose Arena Management, LLC <br />(SJAM) to consider use of 7+/- acres of the community park for development of a multi- <br />rink ice skating facility. The ice skating facility was included as a Master Plan element. <br />This report outlines the core objectives for consideration by the City Council and the <br />community. If core objectives are approved, staff would prepare a draft ground lease <br />for use of the park, and anticipates submittal of a PUD application by SJAM for the <br />skating facility. <br />STAFF RECOMMENDATION <br />Review the core objectives outlined in this report and take action, identifying those that <br />meet City Council and community expectations for a potential ground lease for an ice <br />skating facility. <br />FINANCIAL STATEMENT <br />There is no financial impact associated with this action. Future costs related to <br />community park design, construction and long term maintenance will be determined <br />following completion of negotiations with SJAM. <br />
