DISCUSSION
In 2004, after completing an update to the action plan, the MC decided that an update
to the traffic fee was necessary. As part of this update, new projects were selected to
be added to the original list of projects. Eleven new projects (later modified to ten) were
identified and are included in Table 2 below.
Table 2 - 2008 New TVTC Projects (known as "List B" projects)
Project
Number
Project Descri tion
g1 I-580/1-680 interchange (westbound to southbound)
62 5th eastbound lane on I-580 from Santa Rita to Vasco Road
B3 I-580/First Street interchange modification
64 I-580Nasco Road interchange modification
B5 I-580/Greenville Road interchange modification
B6 Jack London Boulevard extension
67 EI Charro Road Extension

68 Camino Tassajara widening: East Blackhawk Drive to County
line

B8 removed at Au ust 2008 MC Meetin
B10 I-680 HOV lanes, Livorna to North Main
611 I-680 HOV Facilities/Express Bus
A nexus study has been completed for the original seven of the eleven projects (four
projects have been completed and were not included in the nexus study) in combination
with the new ten projects. The nexus study found that, similar to the original nexus
study, the new development could be required to pay fees to fund 100% of these
improvements.
The revised total project cost for the seven remaining original projects is $1.1 billion with
the unfunded cost of these seven projects of $389 million; the ten new projects have a
total cost of $1.5 billion and an unfunded cost of $1.1 billion.
Applying 100% of these costs to new development would produce the fee rates shown
in Figure 3.
Page4of8
