These medical insurance reforms for active and retired employees were recently
negotiated with the Firefighters bargaining unit and signify the change in the cost
sharing arrangement between employees and the City. The changes will reduce the
City's long term liability for providing retiree medical insurance. The reforms above for
the Fire and Police bargaining units will reduce the Actuarial Liability by close to
$900,000 and the Annual Required Contribution by $122,000. The City anticipates
discussing these reforms with other units at the appropriate times, that is, during
compensation and benefits discussions.
Other Adjustments: During the meet and confer process, both parties discussed other
less significant items that are normally included in the compensation package, such as
uniform allowance, certification requirements and incentive, life insurance, and the
annual cap for dental benefits. Adjustments were made to maintain a competitive
package compared to the City's comparison cities.
CONCLUSION
The parties met formally and in good faith during the months of February through June
to develop this tentative agreement. The PPOA ratified the tentative agreement in late
June. The final step in the process is for the City Council to approve the terms of the
contract and authorize the City Manager to finalize and execute the MOU.
Submitted by:
o~, y~ ~~~
Julie Yuan-Miu
Assistant City Manager
Fiscal Review:
~~~~~
David P.
