BACKGROUND <br />On July 15, 2008, staff presented a report to the City Council outlining three options to <br />establish an advisory body on energy and the environment. Consistent with the <br />adopted City Council Work Plan, Councilmembers recognized that issues pertaining to <br />energy and the environment are becoming a state and local priority and that a <br />Committee on Energy and the Environment would appropriately address this subject. <br />The Council also discussed a number of options regarding potential scope and focus <br />and the Committee's long-term role within the City and directed staff to prepare a draft <br />resolution addressing these issues. <br />The resolution is consistent with the Standard City Council Rules and Operating <br />Procedures and city resolutions related to advisory boards. It also reflects the Council's <br />intent to establish atwo-year term with the understanding that a determination regarding <br />the Committees long-term role, if any, will be evaluated during its second year of <br />operation. Staff anticipates the Council will request specific information and set criteria <br />for this analysis and that the Committee will assist in providing such information. <br />DISCUSSION <br />During its initial two year term, the Committee's primary focus will be to develop a <br />comprehensive energy and environmental priorities plan (Plan) setting forth a strategic <br />roadmap for city action on energy and environmental matters. While staff anticipates <br />the Committee will establish the Plan's primary focus, the Plan should also identify <br />opportunities for conservation and efficiency, reduction of Green House Gas Emissions <br />(GHG's), establish measurable energy reduction and environment conservation related <br />goals and objectives, use the ICLEI GHG Emissions Inventory where appropriate, and <br />solicit and consider community input. In tandem, the Plan will support the General <br />Plan's environmental goals without conflicting or causing overlap with existing <br />commission functions or the development review process. Finally, the Committee will <br />evaluate its long-term function and role and provide this information for Council <br />consideration. <br />As outlined in the resolution, the Committee will be comprised of seven members <br />appointed by the Mayor and subject to City Council ratification and City resolution <br />related to member appointments (Attachment 2). Committee members must be <br />Pleasanton residents and have knowledge and experience associated with energy and <br />environmental issues. Committee officers will be selected from among the Committee <br />membership by vote of a quorum. Meetings will occur at least once per month or as <br />deemed appropriate by the committee and are subject to the Ralph M. Brown Act. The <br />City Manager will assign staff to support the Committee. <br />CONCLUSION <br />The Committee will be enacted upon passage of the resolution.
