the City with a list of ADA issues which will return to the City Council and they are aware of the <br />overall request for ADA improvements throughout the City. 3) Replacement of the roof at the <br />Senior Center which has failed. Mayor Hosterman confirmed with the City Manager this could <br />be the first roof the City replaces with installing photovoltaics; and 4) $20,000 for design work for <br />upgrades and expansion of 123 Main Street. <br />Mr. Bocian presented the next category of two projects previously funded that are not part of the <br />CIP now, but staff wants to put money back into them: 1) $100,000 for design of the Aquatic <br />Center decks and the mechanical building; and 2) $2.5 million for the Bernal Reserve. The <br />intent based on the financing plan is an attempt to do this in future years and in this CIP it is <br />shown in 2008/09 and staff will also review it in 2009/10. <br />Mr. Bocian said the next area includes 6 currently funded projects that staff would like to <br />enhance funding which are outlined in the CIP; one is $250,000 annually to improve street <br />maintenance and another is a $5.1 million balance in the CIPR, a fund which is used for priority <br />CIP projects and will be drawn down. <br />Mr. Bocian lastly provided an update on the 5 priority projects; the Kottinger Creek Renovation <br />is complete, the Memorial Building is complete, the Alviso Adobe will be complete by the <br />beginning of September, the Bernal Community Phase I park is moving along, and the Fire <br />House Arts Center, the bid of which will soon be awarded by the Council. <br />Councilmember McGovern referred to the New Community Park Site Acquisition Reserve, <br />confirmed there would be over $5 million from in-lieu fees for purchase of property and that the <br />City may possibly use it for the east side when the East Side Specific Plan is planned. <br />Conversely, the Council could change its policy and utilize that money for improvements to <br />parks. <br />Mayor Hosterman opened the item for public comment. She confirmed that Manny Singh and <br />Dennis Thompson would speak on behalf of many people who were supportive of a quiet zone <br />and seated in the audience. <br />Manny Singh spoke on the significant train noise, neighbors feel trains are environmentally good <br />but noise is bad, submitted 185 letters of support from 756 affected from the two Castlewood <br />crossings, with only 4 people against it. <br />Dennis Thompson said although the matter in the budget refers to a Quiet Zone, he believed the <br />issue involved one of safety. <br />Walt Veit spoke in support of the quite zone. <br />Bob Cortz complimented the Council on approving $150,000 for a study which should produce <br />some results and offered the City information on what he tried to do in the past. <br />Mayor Hosterman closed public comment. <br />Councilmember Sullivan said a lot of adjustments have been made this year due mostly to the <br />economy and downturn in revenue. He confirmed with the City Manager that similar <br />adjustments would be made if the economy does not get better next year and that the Council <br />can also look at a long-term strategy in further analyzing quarters and make incremental <br />adjustments in the next fiscal year.
