Page 2
March 21, 1985
City Council SR: 85-160

Projects
Yet to
Begin:
Repair of sidewalks
Heatherlark Park Improvements
Muirwood Park Improvements
Pleasanton Sports & Recreation Park'- Bike Path
Pleasanton Upper Field Parking Lot
Pleasanton Sports & Recreation Park - Bleacher Pads

The park program proposed is based on completing neighborhood parks in
one project in an attempt to deal with development in a more efficient
manner. Consulting and construction fees represent a smaller percentage
of a project with major projects. Staff time is more efficiently
utilized by completing small park projects at one time as contract
administration and field work has certain constant costs regardless of
project size.

Several park projects are presently under development with master
plans prepared and construction documents underway. The consultants
have had the opportunity to prepare realistic estimates regarding park
construction costs considering actual park programs and current costs.
Several of the projects appear to be underbudgeted compared to recently
developed cost estimates.

Budget Estimate Difference
Oakhill Park $214,000 $290,000 $ 76,000

Vintage Hills Park $ 98,125 $158,125 $ 60,000
Amador Community Park $200,000 $500,000 $300,000

As stated earlier in the report, staff believes park projects should be
completed if funds are available. It appears funds are available to
complete the above listed parks. Normally increases in park budgets are
addressed on an individual park basis. Because of the total amount
involved in the projects listed, staff believes the budget needs should
be addressed as soon as possible to allow design to proceed to the
extent that funding is available. While the additional funds required to
complete the above park projects will not be spent until FY 1985-86, a
budget amendment is required in order to proceed with the total projects
at this time..

One project recommended for FY 1985-86, Pleasanton Sports and Recreation
Park, Front Section Improvements, could proceed this'summer if funds
were allocated at this time for design and preparation of documents.
That $250,000 project will be funded with California Park and
Recreational Facilities Act of 1984 funds which cannot be obligated
until July 1, 1985. It is estimated that $30,000 will be required for
design and construction documents. A budget amendment is required in
order to move forward wi'th this project at this time.
