THE CITY OF <br />PL£~S~4NTONo <br />CITY COUNCIL/PLANNING COMMISSION <br />JOINT WORKSHOP STAFF REPORT <br />August 27, 2008 <br />Planning and Community Development <br />TITLE: Review and Discuss Options for the Hacienda Planning Process <br />SUMMARY <br />When changes to the Hacienda Development Plan were discussed at City <br />Council/Planning Commission workshops originally held prior to the General Plan <br />Update, the Council directed that a Specific Plan be prepared to identify ways to <br />intensify development and to enable additional residential and new mixed use <br />development in the park. This concept was further discussed at Land Use Element <br />workshops on Hacienda held as part of the General Plan Update. The Specific Plan <br />would modify the existing plan for Hacienda by allowing uses and providing amenities <br />that would take advantage of its proximity to the BART station, and would identify ways <br />in which the park could be transformed to include more walkable, transit-oriented <br />development. The City Council also agreed to the proposed Mixed Use General Plan <br />land use designation for the park within the framework of the City's existing growth <br />control measures (eg. housing cap, growth management, etc). At this time, Hacienda <br />representatives and property owners have suggested that a process that would modify <br />and update the existing PUD Development Plan, Design Guidelines, and Site Planning <br />Criteria would accomplish the same result as a Specific Plan while providing for some <br />additional flexibility in processing site-specific development applications, and they would <br />like that option to be discussed. Furthermore, preliminary development plans for three <br />sites have been submitted for City review. The purpose of this workshop is to present <br />options and receive Council direction concerning the planning process for Hacienda, to <br />encourage feedback on the submitted plans, and to discuss related issues concerning <br />Hacienda. <br />BACKGROUND <br />Hacienda is governed by a PUD consisting of a Development Plan, Design Guidelines, <br />and Site Planning Criteria that divide the park into individual sites and establish land use <br />designations, development standards, and allowed uses for these sites. The PUD <br />includes several ordinances that contain conditions of approval regulating development <br />of the park, traffic, and development intensity. There is also a Development Agreement <br />between the City and Hacienda. These documents have been modified over the years <br />to respond to changing conditions, including the development of residential areas within <br />the park that involved amending the General Plan. <br />
