24 <br />THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />j~L~ ~S~4NTONe <br />August 19, 2008 <br />Administrative Services Department <br />TITLE: ADOPT RESOLUTION AMENDING MEMORANDUM OF <br />UNDERSTANDING BETWEEN THE CITY OF PLEASANTON AND THE <br />PLEASANTON POLICE OFFICERS ASSOCATION FOR THE TERM <br />JUNE 1, 2008 THROUGH MAY 31, 2011 <br />SUMMARY <br />The Memorandum of Understanding (MOU) between the City of Pleasanton and the <br />Pleasanton Police Officers Association (PPOA) expired on May 31, 2008. In <br />accordance with the recent practice to "sunshine" the negotiations process, staff held <br />the first of two public discussions at the February 19, 2008 City Council meeting. The <br />purpose of the first public discussion was to 1) introduce the matter and provide an <br />opportunity for staff and City Council to openly discuss the process, and 2) receive <br />comments from the public as the City's negotiations team prepared to meet and confer <br />with representatives from the PPOA. Since then representatives from the City and the <br />PPOA have met in good faith and reached a tentative agreement. The PPOA <br />membership ratified the tentative agreement on June 30, 2008. The second public <br />discussion is the final step of presenting the tentative agreement to the Pleasanton City <br />Council for approval and to authorize the City Manager to finalize and execute the <br />Memorandum of Understanding. <br />RECOMMENDATION <br />Adopt the resolution authorizing the City Manager to execute the Memorandum of <br />Understanding between the City of Pleasanton and the Pleasanton Police Officers <br />Association effective for the term June 1, 2008 through May 31, 2011. <br />FINANCIAL STATEMENT <br />The annualized cost of the proposed agreement between the City of Pleasanton and the <br />Pleasanton Police Officers Association is approximately $600,000. Sufficient funds <br />were budgeted in the City's operating budget to cover this contract. <br />
