24 THE CITY OF CITY COUNCIL AGENDA REPORT j~L~ ~S~4NTONe August 19, 2008 Administrative Services Department TITLE: ADOPT RESOLUTION AMENDING MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PLEASANTON AND THE PLEASANTON POLICE OFFICERS ASSOCATION FOR THE TERM JUNE 1, 2008 THROUGH MAY 31, 2011 SUMMARY The Memorandum of Understanding (MOU) between the City of Pleasanton and the Pleasanton Police Officers Association (PPOA) expired on May 31, 2008. In accordance with the recent practice to "sunshine" the negotiations process, staff held the first of two public discussions at the February 19, 2008 City Council meeting. The purpose of the first public discussion was to 1) introduce the matter and provide an opportunity for staff and City Council to openly discuss the process, and 2) receive comments from the public as the City's negotiations team prepared to meet and confer with representatives from the PPOA. Since then representatives from the City and the PPOA have met in good faith and reached a tentative agreement. The PPOA membership ratified the tentative agreement on June 30, 2008. The second public discussion is the final step of presenting the tentative agreement to the Pleasanton City Council for approval and to authorize the City Manager to finalize and execute the Memorandum of Understanding. RECOMMENDATION Adopt the resolution authorizing the City Manager to execute the Memorandum of Understanding between the City of Pleasanton and the Pleasanton Police Officers Association effective for the term June 1, 2008 through May 31, 2011. FINANCIAL STATEMENT The annualized cost of the proposed agreement between the City of Pleasanton and the Pleasanton Police Officers Association is approximately $600,000. Sufficient funds were budgeted in the City's operating budget to cover this contract.
