pay all costs associated with the connection to and use of the sewer and water systems,
(c) abandon the existing septic system on the property, (d) pay all City and County
processing fees for IAFCo approval, and (e) support any subsequent annexation
initiative that may occur, subject to the by-pass road intended to take golf course traffic
off Alisal Street and Happy Valley Road is under construction or completed.
DISCUSSION
The City normally requires that properties annex to the City in order to receive City utility
services. The Guerra parcel is only contiguous to the City limit boundary on Sycamore
Road and annexation of this parcel alone would not be a logical extension of the City
boundary. However, at some time in the future this parcel, along with surrounding
parcels, could be part of a larger annexation.
At this time, staff recommends that the City Council authorize the sewer and water
connections requested by Mr. Guerra with an agreement to annex at some future date as
part of a larger annexation area.
Submitted by:
Rob Wilson
Public Works Director
Fiscal Review:
l~
Dave P.
