19 <br />THE CITY OF <br />--- CITY COUNCIL AGENDA REPORT <br />[~L~~Sl~NTONo <br />August 19, 2008 <br />Public Works Department <br />TITLE: APPROVAL OF PREANNEXATION AGREEMENT AND APPROVAL FOR <br />SEWER AND WATER CONNECTIONS FOR 893 SYCAMORE ROAD <br />(GUERRA) <br />SUMMARY <br />The property owner of 893 Sycamore Road is requesting sewer and water service to <br />serve his existing residence located within the Happy Valley Specific Plan area outside <br />the City limits. The property owner is requesting connection to the City sewer and water <br />systems to eliminate the use of his septic tank and leach field. Approval of the utility <br />connections will require a preannexation agreement. <br />RECOMMENDATION <br />1. Authorize connection of the Guerra parcel located at 893 Sycamore Road (APN 949- <br />0007-016-03) to the City sanitary sewer and water systems, provided all connection <br />work is done to the satisfaction of the City Engineer and all costs are borne by the <br />property owner, and the proposed extension of City services is approved by LAFCo. <br />2. Approve the preannexation agreement between Guerra and the City of Pleasanton, <br />and authorize the City Manager to execute the agreement. <br />3. File an application with LAFCo for the extension of sewer and water service to the <br />Guerra parcel. <br />FINANCIAL STATEMENT <br />The property owner would be required to pay all costs associated with extending the <br />sewer and water systems, City connection fees, permits, fees required by the City and <br />County, and LAFCo fees. <br />
