TJIOIA <br />m <br />t.oroulmo <br />Task 4: Determine Other Available Funding <br />According the City's Capital Improvement Program, there are a number of other potential sources <br />that may be applicable to the specific projects that are selected. A partial listing of these sources <br />includes gasoline tax, Measure B funds, Proposition 42 funds, Proposition I B funds, Dougherty <br />Valley fees, and the General Fund. Tri-Valley regional fees are another potential funding source. <br />Other funds may be available for specific projects such as trails and bike paths and other unique <br />items. TJKM will work with the City staff in determining other available funding sources for the <br />specific projects included in the 2008 TDIF list. In addition, TJKM will determine how much, if any, <br />of each project cannot be funded from development fees, because a portion of the deficienty is <br />caused by existing traffic. The final output of this task will be the total amount of unfunded <br />improvements, caused by future expected development, that are eligible to be funded by the 2008 <br />TDIF. This will be calculated by totaling all costs from Task 3, subtracting that portion of each <br />project not attributable to future growth and then subtracting all other revenue sources available <br />to the City for the project list. Finally, all current (1998) TDIF funds can be subtracted from the <br />total. These will be available on a carryover basis. <br />- Deliverables: A breakdown of project costs, proportion of the project costs eligible for TDIF <br />funding, and costs that can be funded from other revenue sources. A Fnal dollar amount to be <br />funded by the 2008 TDIF wi116e calculated. <br />Task 5: Calculate the Traffic Development Impact Fee <br />The calculation of the transportation fee involves a series of steps: <br />• The amount of future unapproved development is determined. This information was <br />developed for the General Plan and the Circulation Element. Based on work already <br />completed, the number of existing trips generated by Pleasanton land use is determined, as <br />well as all trips from future development The number of new trips, by land use category, <br />is determined. <br />• The cost of each transportation project is determined (in Task 3). <br />• As described in Task 4, all other funding sources available for each project are determined, <br />along with the amount of each project's costs that are eligible for TDIF funding. <br />• The total applicable cost of TDIF projects is determined. The cost per trip is determined <br />by dividing the total costs of all projects by the total number of new p.m. peak hour trips. <br />• The draft recommended fee can be adjusted for such factors as affordable housing, infill <br />development, transit-oriented development, etc. <br />• The North Pleasanton Improvement District (NPID) contributed to infrastructure <br />improvements in north Pleasanton. The Pleasanton TDIF has been adjusted to account for <br />NPID's past contribution. The TJKM will make necessary adjustments to account for <br />NPID contributions. <br />- Deliverables: The recommended amount of the TDIF, 6y land use category, along with any <br />suggested modifications to account for City policies. <br />Proposal to Update the Tro~c Development Impact Fee Program Page I S <br />In the Gty of Pleasanton August 8, 2008 <br />
