18 THE CITY OF -° ~"' CITY COUNCIL AGENDA REPORT ~L£~S~NTON- August 19, 2008 Public Works Department TITLE: APPROVAL OF A CONSULTANT AGREEMENT WITH TJKM TRANSPORTATION CONSULTANTS IN THE NOT-TO-EXCEED AMOUNT OF $136,860 TO PREPARE AN UPDATE TO THE CITY TRAFFIC DEVELOPMENT IMPACT FEE REPORT, CIP NO. 085042 SUMMARY The previous Traffic Development Impact Fee Report was completed in September 1998. The Traffic Development Impact Fee was based on the 1996 Circulation Element of the General Plan, which identified a number of needed traffic mitigation measures and facilities to accommodate growth. The City Council is nearing completion of an updated General Plan, which includes extensive changes to the existing Circulation Element. The updated Circulation Element includes projects not included in the existing Traffic Development Impact Fee. In addition, some projects identified in the current Traffic Development Impact Fee are no longer included or have been completed. An update to the Traffic Development Impact Fee is necessary to adequately fund necessary traffic improvements through build-out. Staff is proposing a contract with TJKM Transportation Consultants in the not-to-exceed amount of $136,860 to prepare the Traffic Development Impact Fee Update. RECOMMENDATION 1. Approve the contract with TJKM Transportation Consultants to prepare a Traffic Development Impact Fee Update for the not-to-exceed amount of $136,860. 2. Authorize the City Manager to execute the attached contract. FINANCIAL STATEMENT The Development Impact Fee Report update will be funded with existing Traffic Development Impact Fees. Due to the fact that these Traffic Impact Fees (TIF) had been programmed into the Bernal Avenue Bridge and Street Widening project, existing Measure B funds will be substituted for $155,000 of the TIF funds on the bridge/street project so that the TIF funds are available to fund this update to the Traffic Development Impact Fee Report.
