14 <br />THE CITY OF <br />-~- ~ CITY COUNCIL AGENDA REPORT <br />j~L£~S~NTONo <br />August 19, 2008 <br />Public Works Department <br />TITLE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A MEMORANDUM <br />OF UNDERSTANDING (MOU) WITH THE ALAMEDA COUNTY <br />CONGESTION MANAGEMENT AGENCY (ACCMA) FOR REPLACEMENT <br />LANDSCAPING AS A RESULT OF THE I-580 EASTBOUND HOV LANE <br />CONSTRUCTION PROJECT <br />SUMMARY <br />Caltrans, in cooperation with the ACCMA, proposes to construct an eastbound high <br />occupancy vehicle (HOV) lane along the I-580 corridor. The construction of the HOV <br />lane will result in median and shoulder landscaped areas being replaced with paving to <br />accommodate the additional travel lane. As mitigation for the project, the landscaped <br />areas that will be removed are required to be offset with other landscaping. The MOU <br />between the City and the ACCMA provides the City of Pleasanton funding to <br />compensate for the loss of landscaping along Pleasanton's I-580 City limits. The MOU <br />also includes the cities of Livermore and Dublin, as they are similarly affected by the <br />project. The actual funding for each City is pro rated based on the area of landscape <br />impacted in each City. The landscaped area affected in Pleasanton is approximately <br />15% of the total landscaped area to be replaced. The 15% funding allocation for <br />replacement landscaping is estimated at $138,000. In return for receiving the funding, <br />the City of Pleasanton will be responsible for overseeing the design and installation of <br />replacement landscaping in other locations within its jurisdiction along the I-580 corridor. <br />RECOMMENDATION <br />Authorize the City Manager to enter into the Memorandum of Understanding with the <br />Alameda County Congestion Management Agency to provide the City of Pleasanton <br />with funding to compensate for the landscaping removed as part of the construction of <br />the I-580 HOV lane. <br />FINANCIAL STATEMENT <br />The funding received will augment funding that is already planned for the landscaping of <br />either the Hopyard/I-580 or the EI Charro/I-580 interchanges. Landscaping planned for <br />these interchanges will be at a higher standard than that provided by Caltrans, and will <br />require maintenance by City staff or private contractors administered by City staff. It is <br />expected that the City will incur annual ongoing maintenance costs in the range of <br />$30,000 per year. <br />
