Landscaping street medians ($290,000) is another significant project for this year, with
funds allocated to three (3) projects. As part of an ongoing effort to replace declining
plant material in the median areas, $100,000 is proposed for the replacement of plants
along Morganfield Road, and sections of Foothill Road and Valley Avenue. To
complete the second phase of renovations on West Las Positas Blvd., $140,000 is
proposed for the remaining 12 center medians from Rockingham Drive to Boardwalk
Street. Work was completed earlier this year on the first eight (8) center medians, from
Santa Rita Road east to Rockingham Drive. The remaining $50,000 is proposed for
redesign of the center median on Stoneridge Drive, from I-680 west to Foothill Road.
This median was constructed in 1980, and much of the original plant material has died
or is in decline. In addition, the irrigation system is in need of a complete replacement.
Additional medians that would be designed as part of this project are two (2) side
streets leading into Stoneridge Mall -Springdale Avenue and Stoneridge Mall Road.
Funding in the amount of $150,000 is recommended for renovation of Girls' Softball
Fields #6 and #7 at Sports and Recreation Community Park. This project is a
continuation of an ongoing effort to systematically renovate all the ball fields in the park.
Girls' Softball Fields #6 and #7 are the oldest remaining fields, as they were originally
constructed in 1976. Renovation plans include the removal and replacement of
backstops, dugouts, concrete, and bleacher areas. This project would be performed in
conjunction with a current Capital Improvement Project (#037027), which provides for
the replacement of the nearby storage facility.
The replacement of the ornamental iron fence at Bicentennial Park is also proposed at a
cost of approximately $28,000. This fence suffered significant damage in the January,
2008 storms and, due to its age, should be replaced at this time. The outfield fence at
Softball Field #1 at Sports and Recreation Community Park and fencing between the
Inline Hockey Facility and parking lot at Val Vista Park were extended in height earlier
this year due to safety concerns at a cost of $16,000.
Finally, $114,000 is proposed for as-needed repairs to various park components. This
includes $40,000 to replenish protective wood chip mulch and repair the rubber safety
surfacing located at various City playgrounds; bench and picnic table replacements
($30,000); sidewalk repairs and replacement ($24,000); irrigation controller repairs and
replacements ($15,000); and irrigation backflow cover replacements ($5,000).
At its July 12, 2008 meeting, the Parks and Recreation Commission reviewed the
proposed list of renovation projects and recommended approval by the Council. The
draft Commission minutes are included for the Council's review (Attachment 1).
