Not only may there be various means to reach a goal, there are <br />also several ways to define a goal. As a starting point the City's <br />commitment to provide that 13% of the community's housing stock <br />at full development be devoted to the needs of lower income house- <br />holds is a basis upon which the following implementation measures <br /> <br />can be gauged. ~° .+ <br /> <br /> Implementation Program 1: To recognize the Area- <br /> wide IIousing Opportunity Plan as formulated by <br /> the Association of Bay Area Governments (ABAG). <br /> <br />The AHOP, as it is commonly referred to, recognizes: 1) the need <br />for subsidized housing in the Bay Area as a whole; 2) the pro- <br />portional share of said need among the counties and cities of the <br />region; and 3) the constraints on meeting that need (basically <br />the limitations on federal funding for subsidized housing). It <br />makes recommendations for accommodating that need on a community <br />by community basis. <br /> <br /> Implementation Program 2: To continually monitor, <br /> adjust and meet the subsidized housing goals of <br /> the City's IIousing Assistance Plan. <br /> <br /> -23- <br /> <br /> <br />
