Not only may there be various means to reach a goal, there are
also several ways to define a goal. As a starting point the City's
commitment to provide that 13% of the community's housing stock
at full development be devoted to the needs of lower income house-
holds is a basis upon which the following implementation measures

can be gauged. ~° .+

Implementation Program 1: To recognize the Area-
wide IIousing Opportunity Plan as formulated by
the Association of Bay Area Governments (ABAG).

The AHOP, as it is commonly referred to, recognizes: 1) the need
for subsidized housing in the Bay Area as a whole; 2) the pro-
portional share of said need among the counties and cities of the
region; and 3) the constraints on meeting that need (basically
the limitations on federal funding for subsidized housing). It
makes recommendations for accommodating that need on a community
by community basis.

Implementation Program 2: To continually monitor,
adjust and meet the subsidized housing goals of
the City's IIousing Assistance Plan.

-23-
