1 PLEASANTON
SACRAMENTO
FRESNO
TRANSPORTATION CONSULTANTS CONCORD
January 29, 1985

Mr. Robert Warnick
Di rector of Publ ic Works
and Utilities
City of Pleasanton
200 Old Bernal Avenue
Pleasanton, CA 94566

Dear Mr. Warnick:

This is to present the proposal of TJK!! to provide traffic engineering
services related to the proposed. plan line investigation of Del Valle
Parkway in Pleasanton.

It is my understanding that the City desires to evaluate the adopted
plan line for Del Valle Parkway between Main Street and Bernal Avenue
and the General Plan Circulation Element for this same area. Therefore
('. the recomnended street pattern including the width of the street, the
-- lane requirements, precise location of the recommended street, the need
for Del Valle extension between Stanley and Bernal, a recommended
construction and phasing schedule and required environmental
documentation are issues of importance at this time. The role of TJl(!!
in this project would be to provide traffic data to evaluate the width
of the roadway, determine the need for the extension to Bernal Avenue
and provide necessary data for environmental assessment. We understand
the position of the City to be that Del Valle Parkway should be
adequately sized to accommodate future traffic needs but, due to
existing development issues, not to oversize the street needlessly.

We would prepare essentially build-out traffic assignments for Del Valle
Parkway with and without alignment continuity with the portion of Del
Val le Parkway currently under contract to the west of Main Street. We
would also make these assignments with and without the extension of Del
Valle Parkway between Stanley and Bernal. In each of these assignments
we would particularly evaluate the traffic impacts not only on Del Valle
Parkway but also on such parallel facilities as Ray Street-Vineyard
Avenue, Bernal Avenue both near Sunol Boulevard and near Stanley
Boulevard, the Valley Avenue extension and Division Street. We would
al so recommend the suggested intersection configuration on Main Street
with the Del Valle Parkway and/or Stanley Boulevard intersection(s). We
would also address parking needs, bicycle lane requirements and related
features.

JAN 2 9 985

4637 Chabot Drive, Suite 214 / Pleasanton, California 94566 · (415) 463-0611
