The proposed additional mitigation <br /> measures to establish a region wide jobs/housing <br /> monitoring program and establish a Tri-Valley growth <br /> management program are not within the jurisdiction of <br /> the City. <br /> <br /> b.13. Fact. Such programs would have to be established <br /> by a regional agency to include all affected <br /> jurisdictions. <br /> <br /> b.14. Fact. The proposed additional mitigation measure <br /> to establish a commercial growth management system is <br /> infeasible and unnecessary. <br /> <br /> b.15. Fact. Commercial development would locate <br /> elsewhere in the region if not allowed in Pleasanton. <br /> <br /> b.16. Fact. The conditions of approval on major <br /> business parks include measures to ensure that <br /> development does not outstrip the City's capacity to <br /> provide services. <br /> <br /> b.17. Finding. The proposed additional mitigation <br /> measure to modify the Growth Management Program to give <br /> priority to moderate income housing is unnecessary. <br /> <br /> b.18. Fact. The city's Growth Management Program <br /> contains numerous policies to promote and encourage low <br /> and moderate income housing, See Section II <br /> (Employment/Demographics/Housing). <br /> <br />III. Transportation and Circulation <br /> <br /> A. Significant Effect. Increase in traffic in the <br /> Pleasanton area due to increase in amount of employment and <br /> housing. <br /> <br /> a.1. Finding. Construction and improvement of <br /> Pleasanton's circulation system will substantially <br /> lessen the effect of increased traffic. <br /> <br /> a.2. Fact. The City has in place improvement districts <br /> to help fund road improvements and has scheduled road <br /> improvements in the Capital Improvement Program <br /> <br /> a.3. Finding. The City's TSM ordinance will <br /> substantially lessen the effect of increased traffic. <br /> <br /> a.4. Fact. The TSM ordinance is designed to reduce <br /> overall traffic, especially in peak hours. All business <br /> must prepare annual reports and larger employers must <br /> <br /> <br />
