argument would be submitted to the City Clerk without further action at a <br />Council meeting. <br />Option C: Select a subcommittee of two Council members to draft the argument. Then, <br />additional Council members3 agree to sign the argument as written by the <br />subcommittee, and not discuss, make comments on, changes to, or in any <br />way try to influence the text of the argument drafted by the subcommittee. <br />Such non-editorial signing can take place without the requirement for a <br />special meeting. <br />If the Council wishes to make a rebuttal argument (if a direct argument against the <br />initiative measure is submitted), staff recommends that the Council select a <br />subcommittee comprised of one or two Council members to draft such rebuttal <br />argument.
