Title and Full Text of Initiative Measure <br />Staffs proposed full text of the initiative measure is attached. This text would be <br />included in the sample ballot and voter information pamphlet sent to each registered <br />voter. Staff recommends that the Council select a title for this initiative measure and <br />adopt the full text as attached, or modify in its discretion. Title options include: <br />Option 1: Pleasanton Ridgelines Protection and Growth Management Initiative <br />Option 2: Pleasanton Preservation and Protection Initiative <br />Option 3: Pleasanton Ridgelines and Growth Control Preservation Initiative <br />The Council may use different language for the title of the initiative measure. <br />Ballot Question <br />Staff suggests ballot question options as follows: <br />Option 1: Shall the [title] be adopted? <br />Option 2: Shall the [title], that would: (a) preserve scenic hillsides and preserve views <br />of the ridges around Pleasanton, (b) achieve that preservation through a <br />collaborative and public process, (c) reaffirm and readopt General Plan <br />policies and programs concerning hillside preservation and (d) adopt the <br />current City policy concerning how housing units are counted toward the <br />housing cap, be adopted? (53 words, without title) <br />Option 3: Shall an Initiative be adopted that would create a collaborative and public <br />process, to be completed by November 2009, to develop hillside protection <br />regulations by identifying hillsides and ridges to be prohibited from <br />development, based on engineering considerations, including view lines, <br />geotechnical conditions and/or elevations, particularly for the Southeast <br />Hills, as well as clarify how housing units are counted towards the housing <br />cap? (64 words) <br />Option 4: Shall the [title] be adopted, that would preserve all scenic hillsides and <br />ridges surrounding Pleasanton, and reaffirm General Plan policies that <br />protect hillsides and define housing units that respects the voter-approved <br />housing cap? (32 words, without title) <br />Option 5: Shall the policies of the General Plan be reaffirmed to create a collaborative <br />public process to impose, by November 30, 2009, regulations to protect <br />hillsides and ridgelines, based on engineering considerations regarding view <br />lines, geotechnical conditions, and other information, such as elevation, that <br />would prohibit development on critical ridges and hill areas of the City, <br />particularly the Southeast Hills, and clarify the existing policy regarding how <br />housing units are counted towards the housing cap?
