take place without the requirement for a special meeting, and the argument <br />can then be submitted to the City Clerk. <br />If the Council wishes to make a rebuttal argument, staff recommends that the Council, at <br />this time3, select a subcommittee comprised of one or two Council members to draft <br />such rebuttal argument. The Council members on the rebuttal subcommittee can be <br />different than the Council members on the direct argument subcommittee.
