BACKGROUND <br />The current Development Impact Fee Report was completed in September 1998 and <br />included the restructuring of four existing development impact fees and the creation of a <br />Public Facilities Fee and Traffic Development Fee. <br />The Traffic Development Fee was designed to assure that future development <br />contributes its fair share toward the cost of traffic improvements necessary for build-out <br />of the 1996 General Plan. The 1996 General Plan and Circulation Element were used to <br />identify needed traffic mitigation measures and facilities to accommodate projected <br />growth. Projects identified in the Circulation Element formed the basis for the Traffic <br />Development Fee. The fee amount was calculated by dividing the sum of all project <br />costs by the number of new peak hour trips anticipated from new development. <br />The City Council is in the final stages of the update to the 1996 General Plan. The <br />update includes comprehensive changes to the existing Circulation Element. The <br />proposed Circulation Element identifies new projects not included in the Traffic <br />Development Fee program. There are also projects in the 1996 General Plan that are <br />either no longer applicable or have been removed from the proposed General Plan. As <br />a result, the existing fee program is not sufficient to adequately fund the necessary <br />transportation infrastructure needed to support development. <br />DISCUSSION <br />In anticipation of an approved General Plan and Circulation Element, staff solicited <br />proposals for an update to the Traffic Development Impact Fee. The scope of work for <br />the update included the following items: <br />• Develop an impact fee based on the City's 2030 General Plan's transportation <br />network which includes roadway, transit, bicycle, and pedestrian facility <br />improvements. <br />• Create and update engineering cost estimates for these improvements. <br />• Prepare a financing plan and nexus study, analyzing the relationships between <br />anticipated land uses, costs and fees. <br />• Develop new fee rates (Consultant will consider the City Council's policies in <br />support of infill development, affordable housing, and the housing cap). <br />• Recommend methodologies for ongoing administration of the Transportation <br />Development Impact Fee Program including fee adjustments, implementation of <br />the program and administrative responsibilities required by the program. <br />• Review and update the City's Transportation Development Impact Fee <br />Ordinance. <br />• Conduct extensive public outreach to develop stakeholder consensus. <br />City staff advertised a Request for Proposal for the fee update in April 2008. Staff <br />received five proposals from qualified consultants. Based on the initial response to the <br />scope of work, staff selected two consultants to participate in an oral interview. TJKM <br />Transportation Consultants of Pleasanton was identified as the preferred consultant for <br />the project. TJKM has prepared similar fee updates for other jurisdictions in the East <br />Page2of3 <br />
