the enrollment from proposed development, exceeds the capacity <br />of the Districtts schoolst <br /> <br /> ~ WHEREAS, overcrowding will impair the normal function- <br />ing Of the educational programs of the Districtt <br /> <br /> WHEREAS, this Board has considered all reasonable <br />methods for mitigating conditions of overcrowding, including the <br />following: <br /> <br /> 1. Agreements with subdividers or developers whereby <br /> interim facilities or fees would be provided by <br /> the subdivider or developer~ <br /> <br /> 2.Double session and extended day schedulingi <br /> <br /> 3.Year-round schools~ <br /> <br /> 4. Transferring District pupils to neighboring school <br /> districts by busing or realigning district bound~ <br /> aries~ <br /> 5. Transferring pupils from school to school within <br /> the Districtt <br /> <br /> 6. Constructing interim or permanent facilities with <br /> public fundst <br /> <br /> 7. Renting classrooms in local nonschool facilitiest <br /> and <br /> <br /> 8. Renting temporary facilities with District funds~ <br /> and <br /> <br /> WHEREAS, no feasible method for reducing the condi- <br />tions of overcrowding, for reasons including the following: <br /> <br /> 1. No agreements with developers have been reached; <br /> <br /> 2. The school day has already been increased, and <br /> further increases in the length of one session, <br /> <br /> <br />
