as they pertain to requirements for Negative Declarations <br />and Environmental Impact Reports in order to determine if <br />a Negative Declaration is appropriate for the project and <br />what mitigation measures, if any, must be undertaken to <br />ensure that the project will not have a significant impact <br />upon the environment. <br />NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES AS FOLLOWS: <br />Section 1. The Planning Commission reviewed the contents of <br />Resolution No. 77-66 (Environmental Impact Guidelines <br />and Procedures) as they pertain to the requirements for <br />Negative Declarations and Environmental Impact Reports <br />and determines that the project requested in PUD-80-13 <br />would not have any significant effects on the environment <br />to require the preparation of an Environmental Impact <br />Report since any adverse effects are capable of being <br />mitigated. <br />Section 2. Although the Initial Study identified certain aspects <br />of the project as having potential significant adverse <br />environmental effects, said effects can be rendered <br />insignificant by the inclusion of the following miti- <br />gating measureā€¢ <br />1. That no development on the townhouse/condominium <br />portion of the subject site shall take place prior <br />to the connection of Pico Avenue to Stanley Boulevard. <br />Section 3.
