RAUSCHER PIERCE REFSNES, INC. <br /> <br />July 9, 1986 <br /> <br />Mr. James Walker <br />City Manager <br />City of Pleasanton <br />Civic Center <br />200 Old Bernal Avenue <br />Pleasanton, CA 94566 <br /> <br />Dear Mr. Walker: <br /> <br /> Rauscher Pierce Refsnes, Inc. appreciates the opportunity to submit its proposal to serve as <br />underwriter in developing and executing an economical plan to ~ance the acquisition/construction of <br />water reservoir, corporation yard. and other improvements currently being considered by the City. <br /> <br /> To assist the City in evaluating our proposal. we have included a brief overview of Rauscher <br />Pierce Refsnes, Inc. and its California underwriting capabilities. For 1985, Securities Data Company, <br />Inc. ranked Rauscher Pierce Refsnes, Inc. 11th nationally as lead managing underwriter of negotiated <br />tax-exempt issues (ahead of such "national" ~ as Prudential Bache, Bear Stearns. Dean Witter, and <br />Morgan Stanley). During 1985, our ~rm was the lead managing underwriter for 135 tax-exempt issues <br />totaling $3.1 billion, and co-managing underwriter for an additional 200 issues totaling $6.08 billion. <br /> <br /> Proposed SCODe of ~epAceS, To develop the most economical and feasible program to finance <br />the City's proposed projects, it will be necessary to complete studies and analyses wi~ch address, at a <br />minimum, the financing options available to the City, costs associated with these options, the <br />potential impact on the City's General Fund and/or other Funds which may be used to secure <br />evidences of indebtedness, rating agency considerations, and conditions in the tax-exempt securities <br />markets. The optimum financing plan to meet the City's needs may involve the use of one or more <br />specialized financing techniques available to the City. Execution of the City-approved plan will <br />require the timely sale, placement'or other disposition of such securities that may be approved, at <br />the best available interest rate, given tben-current conditions in the tax-exempt securities markets. <br /> <br /> To assist the City in financing its proposed capital improvements, Rauscher Pierce Refsnes, Inc. <br />will provide the following services: <br /> <br /> 1. Review and analyze all available engineering, financial, legal and other relevant information <br /> and data which may have a bearing on a program to finance the proposed projects. <br /> <br /> 2.
