PLANNING COMMISSION CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA RESOLUTION NO. 1827 A RESOLUTION APPROV~iNG A NEGATIVE DECLARATION FOR LAND USE AND GROWTH MANAGEMENT ELEMENTS OF THE GENERAL PLAN FILED UNDER GP-79-20 WHEREAS, the City of Pleasanton has applied to amend the Land Use and Growth Management Elements of the General Plan to eliminate the General Plan policies relating to the "Urbani- zation Line" which designates the limits of urbanization of the City for the period up to 1996; and WHEREAS, the Planning Commission took public testimony concerning this rezoning and reviewed all reports and exhibits; and WHEREAS, said proposal was based upon an Initial Study done pursuant to the Environmental Impact Guidelines and Procedures adopted by the City Council of the City of Pleasanton by Resolution No. 77-66; and WHEREAS, the Planning Commission, at its meeting of November 14, 1979, "- received the initial Study and proposed Negative Declaration in a report from the Director of Community Development dated, November 8, 1979, regarding the aforementioned project; and WHEREAS, the Planning Commission was advised by the City Attorney of its responsibilities in reviewing the proposed Negative ` Declaration and the determinations required by Section 5.4 (e) of Resolution No. 77-66; and WHEREAS, each member of the Planning Commission had before him/her copies of Resolution No. 77-66 at the time of considering the proposed environmental assessment, which has previously been published in the Pleasanton Times, at the time of the public hearing of the aforementioned project; and WHEREAS, upon receipt of the staff report and public input, the Planning Commission reviewed the provisions of the City's Guidelines and Processing Procedures for the evaluation of projects and the preparation of Environmental Impact Reports as they pertain to requirements for Negative Declarations and Environmental Impact Reports in order to determine if a Negative Declaration is appropriate for the project and what mitigation measures, if any, must be undertaken to ensure that the project will not have a significant impact upon the environment. ///
