PLANNING COI'II4ISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAt1EDA <br />STATE OF CALIFORNIA <br />RESOLUTION IIO. 1833 <br />A RESOLUTIONd OF THE PLAIdPdIPdG COMAIISSIOtd, CITY OF PLEASANTON, <br />COUNTY OF ALAMEDA, RECOMh1EI1DIIIG APPROVAL OF AN EIR PREPARED <br />FOR JOIIN APdD JOAN CAROLINE UNDER CASE NUMBER PUD-79-13 <br />WHEREAS, John and Joan Caroline have applied to rezone the 69 acre site <br />located on the south side of Valley Avenue immediately easterly <br />of the residences along I:olln Street from the I-P (Industrial <br />Park) District to the PUD-Industrial (Planned Unit Development- <br />Industrial) District; and <br />WHEREAS, an environmental impact was completed in December 1979 for this <br />rezoning; and <br />WHEREAS, the Planning Commission reviewed the environmental impact report <br />which was prepared for this project at their meeting of <br />December 12, 1979 to determine if the project would have any <br />significant impacts on the environment, and if so, whether <br />mitigation measures or overriding considerations may be present. <br />NOW, THEREFORE, TIIE PLANI1IIdG CObffiIISSION RESOLVES AS FOLLOWS: <br />Section 1. The Planning Commission makes the following findings: <br />1. That the Environmental Impact Report prepared for the <br />subject rezoning has been completed in compliance with <br />CEQA and State Guidelines; <br />2. That the Planning Commission has reviewed and considered <br />the information in the Environmental Impact Report; and <br />3. That the project would have significant adverse impacts <br />on the environment pertaining to unstable soils, runoff <br />pollution, noise, air pollution and street maintenance <br />but that recommended conditions of approval of case <br />PUD-79-13 would reduce those impacts to an insignificant <br />level; and <br />4. That there are two significant adverse impacts of case <br />PUD-79-13 which are not mitigatable (traffic increase on <br />Valley Avenue and other access routes and impacts on <br />Valley Avenue/Santa Rita Road intersection); but that <br />there are overriding social and economic considerations <br />(more local jobs) which make infeasible all mitigation <br />measures identified in the Environmental Impact Report. <br />Section 2. That the Planning Commission hereby incorporates the above <br />findings into a Statement of Overriding Considerations con- <br />cerning social and economic reasons. <br />Section 3. This resolution shall become effective immediately upon <br />its passage and adoption. <br />
