PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 1765 <br />A RESOLUTION APPROVING A NEGATIVE DECLARATION FOR ALFRED <br />FROMM & THE CITY OF PLEASANTON FILED UNDER GP-79-6. <br />WHEREAS, the Planning Commission has reviewed the application to <br />change the land use designation on the area bounded by I-680 <br />the Arroyo del Valle, the extension of Valley Avenue and <br />Bernal Avenue from "Agricultural and Grazing" to "Industrial <br />and Commercial"; and <br />WHEREAS, the Planning Commission has held a public hearing to review <br />this application on July 26, 1979; and <br />WHEREAS, said proposal was based upon an Initial Study done pursuant <br />to the Environmental Impact Guidelines and Procedures adopted <br />by the City Council of the City of Pleasanton by Resolution <br />No. 77-66; and <br />WHEREAS, the Planning Commission at its meeting of July 26, 1979 received <br />.- the Initial Study and proposed Negative Declaration in a report <br />from the Director of Community Development dated July 26, 1979 <br />regarding the aforementioned project; and <br />WHEREAS, the Planning Commission was advised by the City Attorney of its <br />responsibilities in reviewing the proposed Negative Declaration <br />and the determinations required by Section 5.4 (e) of <br />Resolution No. 77-66; and <br />WHEREAS, each member of the Planning Commission had before him/her <br />copies of Resolution No. 77-66 at the time of considering the <br />proposed environmental assessment, which has previously been <br />published in the Pleasanton Times, at the time of the public <br />hearing on the aforementioned project; and <br />WHEREAS, upon receipt of the staff report and public input, the <br />Planning Commission reviewed the provisions of the City's <br />Guidelines and Processing Procedures for the evaluation of <br />projects and the preparation of Enviromental Impact Reports <br />in order to determine if a Negative Declaration is appropriate <br />for the project and what mitigation measure, if any, must be <br />undertaken to ensure that the project will not have a <br />significant impact upon the environment. <br />NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES AS FOLLOWS: <br />Section 1. The Planning Commission reviewed the contents of Resolution <br />No. 77-66 (Environmental Impact Guidelines and Procedures) <br />as they pertain to the requirements for Negative Declarations <br />and Environmental Impact Reports and determines that the <br />
