PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 1782 <br />A RESOLUTION APPROVING A MITIGATED NEGATIVE <br />DECLARATION FOR THE 74.5 ACRE SITE LOCATED ON <br />THE WEST SIDE OF FOOTHILL ROAD BETWEEN BERNAL <br />AVENUE AND LONGVIEW DRIVE AS BEING WITHIN THE <br />"URBANIZATION LINE" AS FILED UNDER GP-79-14. <br />WHEREAS, Joseph E. Boatright has applied for an amendment to the <br />General Plan which would include a 74.5 acre parcel of <br />land located on the west side of Foothill Road between <br />Bernal Avenue and Longview Drive as being within the <br />"Urbanization Line" on the Land Use Map of the General <br />Plan to exempt development at a density of one unit per <br />five acres from the limitations imposed by the Urbani- <br />zation Line; and <br />WHEREAS, said proposal was based upon an Initial Study done pursuant <br />to the Environmental Impact Guidelines and Procedures <br />adopted by the City Council of the City of Pleasanton <br />by Resolution No. 77-66; and <br />WHEREAS, the Planning Commission, at its meeting of August 8, 1979 <br />received the Initial Study and proposed Negative Declaration <br />in a report from the Director of Planning and Community <br />Development dated Auqust 3, 1979 regarding the aforementioned <br />project; and <br />WHEREAS, the Planning Commission was advised by the City Attorney <br />of its responsibilities in reviewing the proposed Negative <br />Declaration and the determinations required by Section <br />5.4 (e) of Resolution No. 77-66; and <br />WHEREAS, each member of the Planning Commission had before him/her <br />copies of Resolution No. 77-66 at the time of considering <br />the proposed Negative Declaration and Initial Study; and <br />WHEREAS, the public was afforded an opportunity to comment on the <br />proposed environmental assessment, which has previously <br />been published in the Pleasanton Times, at the time of <br />the public hearing on the aforementioned project; and <br />WHEREAS, upon receipt of the staff report and public input, the <br />Planning Commission reviewed the provisions of the City's <br />Guidelines and Processing Procedures for the evaluation <br />of projects and preparation of Environmental Impact Reports <br />as they pertain to requirements for Negative Declarations <br />and Environmental Impact Reports in order to determine i£ <br />a Negative Declaration is appropriate for the project and <br />what mitigation measures, if any, must be undertaken to <br />ensure that the project will not have a significant impact <br />upon the environment. <br />
