PLANNING COMMISSION CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA RESOLUTION NO. 1782 A RESOLUTION APPROVING A MITIGATED NEGATIVE DECLARATION FOR THE 74.5 ACRE SITE LOCATED ON THE WEST SIDE OF FOOTHILL ROAD BETWEEN BERNAL AVENUE AND LONGVIEW DRIVE AS BEING WITHIN THE "URBANIZATION LINE" AS FILED UNDER GP-79-14. WHEREAS, Joseph E. Boatright has applied for an amendment to the General Plan which would include a 74.5 acre parcel of land located on the west side of Foothill Road between Bernal Avenue and Longview Drive as being within the "Urbanization Line" on the Land Use Map of the General Plan to exempt development at a density of one unit per five acres from the limitations imposed by the Urbani- zation Line; and WHEREAS, said proposal was based upon an Initial Study done pursuant to the Environmental Impact Guidelines and Procedures adopted by the City Council of the City of Pleasanton by Resolution No. 77-66; and WHEREAS, the Planning Commission, at its meeting of August 8, 1979 received the Initial Study and proposed Negative Declaration in a report from the Director of Planning and Community Development dated Auqust 3, 1979 regarding the aforementioned project; and WHEREAS, the Planning Commission was advised by the City Attorney of its responsibilities in reviewing the proposed Negative Declaration and the determinations required by Section 5.4 (e) of Resolution No. 77-66; and WHEREAS, each member of the Planning Commission had before him/her copies of Resolution No. 77-66 at the time of considering the proposed Negative Declaration and Initial Study; and WHEREAS, the public was afforded an opportunity to comment on the proposed environmental assessment, which has previously been published in the Pleasanton Times, at the time of the public hearing on the aforementioned project; and WHEREAS, upon receipt of the staff report and public input, the Planning Commission reviewed the provisions of the City's Guidelines and Processing Procedures for the evaluation of projects and preparation of Environmental Impact Reports as they pertain to requirements for Negative Declarations and Environmental Impact Reports in order to determine i£ a Negative Declaration is appropriate for the project and what mitigation measures, if any, must be undertaken to ensure that the project will not have a significant impact upon the environment.
