PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />RESOLUTION NO. 1610 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF PLEASANTON MAKING THE FINDING THAT AN ENVIRONMENTAL <br />IMPACT REPORT WOULD NEED TO BE PREPARED FOR THE PROJECT <br />FILED UNDER RZ-77-16. <br />WHEREAS, the City of Pleasanton has applied for prezoning of <br />property owned by Joseph Madden, now in the County; and <br />WHEREAS, the property comprises 13.6 acres located on the north <br />side of Stanley Boulevard bounded on the north by the <br />Western Pacific Railroad and on the east by the Southern <br />Pacific Railroad; and <br />WHEREAS, the'City of Pleasanton proposes to prezone the property <br />` to the C-S (Commercial Service) District or any other <br />zoning district which the City finds to be appropriate and <br />in conformance with the General Plan; and <br />WHEREAS, in conjunction with this prezoning review, an Initial Study <br />was done pursuant to the Environmental Impact Guidelines and <br />Procedures adopted by the City Council of the City of <br />Pleasanton by Resolution No. 77-66; and <br />WHEREAS, the Planning Commission, at its meeting of February 8, 1978, <br />received the Initial Study and proposed mitigated Negative <br />Declaration in a report from the Director of Planning and <br />Community Development dated December 23, 1977, regarding <br />the aforementioned project; and <br />WHEREAS, the Planning Commission was advised by the Deputy City <br />Attorney of its responsibilities in reviewing the proposed <br />mitigated Negative Declaration and the determinations <br />required by Section 5.4 (e) of Resolution No. 77-66; and <br />WHEREAS, each member of the Planning Commission had before him copies <br />of Resolution No. 77-66 at the time of considering the <br />proposed environmental assessment, which has previously <br />been published in the Pleasanton Times, at the time of the <br />public hearing on the aforementioned project; and <br />WHEREAS, upon receipt of the staff report and public input, the <br />Planning Commission reviewed the provisions of the City's <br />Guidelines and Processing procedures for the evaluation of <br />projects and the preparation of Environmental Impact Reports <br />as they pertain to requirements for Negative Declarations and <br />Environmental Impact Reports in order to determine if a <br />Negative Declaration is appropriate for the project and what <br />mitigation measures must be undertaken to ensure that the <br />project will not have a significant impact upon the envir- <br />onment. <br />
