BACKGROUND <br />An application for a conditional use permit to replace an existing 10,000 gallon redwood <br />water storage tank with a new 5,000 gallon polyurethane green tank at a new location <br />closer to an existing well on the subject site was submitted to the City. The original <br />redwood barrel water tank was constructed of vertical interlocking boards and was in <br />poor repair (Attachment 2). It was identified as non-salvageable by the applicant's well <br />specialist and therefore they recommended replacing it. <br />The Planning Commission approved the applicant's request for a conditional use permit <br />on April 9, 2008. Although they acknowledged that neighbors may perceive various <br />elements of rural character as sometimes undesirable, the Commission believed that <br />the landscaping (Figure 3) that had been installed by Ms. Rocha would adequately <br />screen the tank from both the appellant's home and those homes located west of the <br />subject site on Diamond Court. <br />Please refer to the "Background" section of the attached Planning Commission staff <br />report dated April 9, 2008, for additional information (Attachment 4). <br />SITE DESCRIPTION <br />The subject site is approximately 1.33 acres (57,738 square feet) in size, relatively flat <br />and located on the south side of Sycamore Road, at the beginning of Sycamore Creek <br />Way. The subject property shares the south and west boundaries with the <br />approximately 1.1 acre flag lot owned by the appellants. The appellant's front yard <br />faces the rear yard pasture area of the subject site. Both the Rocha and Segundo <br />properties are located immediately east of the homes located on Diamond Court PUD- <br />MDR (refer to Figure 1). <br />Page 2 of 8 <br />
