6. Implementation of the Initiative <br />If the Initiative becomes law, the City Council would have options for its <br />implementation. This might involve applying what is deemed to be the most reasonable <br />interpretation of the language of the Initiative on aproject-by-project basis. Another <br />option could include adopting definitions and policies in harmony with the Initiative, but <br />which clarify areas of uncertainly. This would likely occur through development and <br />implementation of an ordinance. <br />Such a process to adopt clarifying definitions and policies might occur through a <br />task force or committee procedure, potentially involving stakeholders. Or, these types of <br />regulations can be considered by the Planning Commission and City Council in the <br />normal public hearing process. <br />As discussed above, areas where clarification is needed include, but are not <br />limited to: <br />• Defining Ridgeline <br />• Designating Applicable Ridges <br />• Defining and Measuring Slope <br />o Selecting a methodology and data base <br />• Determining which Areas of the City would be Subject to New <br />Hillside Regulations <br />• Whether to Subject All, or Exempting Some, Hillside Projects to New <br />Regulations <br />• Policy to Calculate Floor Area Ratio (FAR) <br />• Regulation regarding Grading Style <br />• Regulations about Building Height <br />• Policy addressing Visibility Issues <br />27 <br />
