opportunity to comment and provide input on any potential ground lease, financial <br />contributions to the City and facility use. Ultimately, staff's goal is to assure that ice <br />facility issues incorporate public comment and as a result, it will conduct the process <br />accordingly with the City Council. <br />Included in the packet (Attachment 2) is the draft report prepared by RRM Design, <br />which describes the master planning process and outcomes for Staples Ranch <br />Community Park. In addition, all letters/emails received to date are provided as <br />Attachment 8. <br />ALTERNATIVES FOR CONSIDERATION <br />1. Do not approve the Master Plan at this time. The City could revisit consideration <br />of the Master Plan following review and consideration of the Auto Mall, CLC <br />facility and Fremont Land projects. This would occur following annexation of the <br />Staples Ranch property into the City. <br />2. Request that staff pursue additional options to relocate the ice facility to another <br />location on the community park and/or in cooperation with the Fremont Land <br />project. Additional concept plans would be submitted to the City Council for <br />consideration. <br />3. Approve the Master Plan without the proposed ice facility. Staff would return to <br />the Park and Recreation Commission to amend the master plan and identify <br />suitable park features for replacement. <br />Submitted by: <br />d. <br />James W.
