,~ <br />THE CITY OF <br />-- ~ ~ -~- ~"'- CITY COUNCIL AGENDA REPORT <br />j~L£~S~4NTONo <br />June 10, 2008 <br />Parks and Community Services <br />TITLE: REVIEW AND APPROVAL OF PROPOSED MASTER PLAN FOR <br />STAPLES RANCH COMMUNITY PARK <br />SUMMARY <br />In November 2007, the City Council directed staff to initiate a master plan process for <br />the proposed 17 acre Staples Ranch Community Park, consistent with a Joint Policy <br />Statement developed by Friends of Pleasanton and Pleasanton First; two local <br />advocacy groups. The process was to include a number of public workshops designed <br />to solicit broad community input concerning the overall appearance and suggested <br />amenities for the park. Three (3) workshops were conducted, with the resulting master <br />plan presented to the Parks and Recreation Commission in April 2008 for its <br />consideration. This report describes the outcome of those meetings and Commission <br />recommendation, including proposed amenities for inclusion in Staples Ranch <br />Community Park. <br />PARKS AND RECREATION COMMISSION RECOMMENDATION <br />That the City Council approve the proposed Staples Ranch Community Park Master <br />Plan, including a second public restroom, two (2) water related elements, that park <br />improvements be completed concurrent with construction of the proposed ice facility, <br />and that the potential operator fund the proposed park improvements. <br />STAFF RECOMMENDATION <br />Staff concurs with the recommendation of the Parks and Recreation Commission, with <br />the exception of including a second public restroom in the plan, and as a result, <br />recommends approval of the Staples Ranch Community Park Master Plan, Project <br />Report (Attachment 2). <br />FINANCIAL STATEMENT <br />There is no financial impact associated with this action. Future costs, including design <br />and actual construction, will need to be determined based on the Council's final decision <br />regarding the Master Plan. In addition, a potential cost sharing arrangement would <br />likely need to be negotiated with the potential operator if an ice rink facility is included in <br />the park plan. Staff anticipates having separate discussions with the City Council in an <br />open forum regarding the scope and depth of cost sharing arrangements that may result <br />from the Council's consideration of an ice rink facility. <br />
