CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 86-246 RESOLUTION ESTABLISHING UNDERGROUND UTILITY DISTRICT 86-1, HOPYARD ROAD BETWEEN VALLEY AVENUE AND BLACK AVENUE WHEREAS, at its meeting of October 15, 1985, Council set the width of Hopyard Road from Valley Avenue to Black Avenue at four travel lanes; and WHEREAS, prior to construction of Hopyard Road utility poles and overhead wires must be removed and formation of Underground Utility District 86-1 is a logical extension of existing underground areas and is directly related to the proposed Hopyard Road construction; and WHEREAS, because there are no other property owners affected within the district, no public hearing was necessary; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: The City Council hereby finds and determines that the public necessity health, safety, and welfare require the removal of poles, overhead wires and associated structures, and the underground installation of wires and facilities for supplying electric, communication, or similar or associated service on both sides of Hopyard Road between Valley Avenue and Black Avenue, such described are is hereby established as Underground Utility District No. 86-1. Attached hereto, marked "Exhibit A," and hereby incorporated as part of this resolution, is a map delineating the boundaries of said District. Section 2: That the City Council hereby makes the following further findings with regard to Underground Utility District No. 86-1: 1. The undergrounding to be accomplished pursuant to this resolution will avoid or eliminate an unusually heavy concentration of overhead distribution facilities. 2. The streets, roads and rights-of-way in the District are extensively used by general public and carry a heavy volume of pedestrian and vehicular traffic. Section 3: That the following exceptions in said Underground Utility District No. 86-1 be and are hereby authorized
