All public and private driveways designated as fire lanes by the Fire Chief shall be <br />maintained in accordance with Articles 9 and 10 of the Uniform Fire Code, which permits <br />towing vehicles illegally parked on the fire lanes. Fire lane curbs shall be painted red <br />with "No Parking, Fire Lane, Tow Away Zone" or "No Parking, Fire Lane, Tow Away <br />Zone" signs shall be installed as required by the Vehicle Code. <br />81. The vehicular gate shall be equipped with an automatic opening feature remotely <br />operated through the Fire Department's Opticom system. The final design of the gate, <br />access opening, and gate opening system shall be subject to the review and approval by <br />the Planning Director and Fire Marshall prior to issuance of a building permit. <br />Engineering Requirements <br />82. A drainage plan for the development, including but not limited to, the proposed home, <br />proposed two-car garage, existing home, existing barn, vineyards, and project frontage <br />along Old Vineyard Avenue shall be included in the building permit plan check plans. <br />Said plan shall be subject to the review and approval of the City Engineer prior to the <br />issuance of any building permits. <br />83. Unless otherwise approved by the City Engineer, drainage from the new roads, <br />vineyards, existing house and barn, and new garage shall be conveyed through a <br />vegetated bioswale along the Old Vineyard Avenue property frontage. If approved by <br />the City Engineer, portions of the bioswale may be located within the excess City right- <br />of-way along the property frontage. The applicant shall install bioswale plants that are <br />appropriate for the soil and water conditions in the bioswale and that look appropriate in <br />a grassland and/or oak woodland setting. The bioswale and landscape plans shall be <br />included with the subdivision improvement plans and shall be subject to the review and <br />approval of the City Engineer and Planning Directory prior to the issuance of any <br />building permits. <br />84. The applicants shall follow the recommendations listed in Terrasearch Inc. report entitled <br />"Evaluation of Dry Wells" dated June 22, 2007. The final design and location of the dry <br />wells shall be subject to the final review and approval by the City Engineer prior to <br />installation. <br />85. The utility plan submitted for issuance of building permits shall be modified to show a <br />second fire hydrant near the proposed estate home. The final location of all fire hydrants <br />on the property shall be subject to the review and approval by the Fire Marshal and City <br />Engineer. <br />86. The improvement plans shall accurately show the existing location of Safreno Way <br />across Old Vineyard Avenue. The proposed road connection at Old Vineyard Avenue <br />shall align opposite of Safreno Way, subject to the review and approval of the City <br />Engineer. <br />87. A sanitary sewer lateral connecting abuilding/house having a finished pad grade less <br />than one foot above the nearest up-stream publicly maintained sanitary sewer manhole <br />shall be required to install a backflow device on the building/house lateral in accordance <br />
