Ordinance No. 1974 <br />Page 12 of 21 <br />Said modifications shall be shown on the plans submitted for issuance of building <br />permits and shall be subject to review and approval by the Planning Director prior to <br />issuance of building permits. <br />54. Except as otherwise shown on the approved landscape plan, Exhibit A, or required by <br />the conditions of approval of this case, all trees used in landscaping shall be a minimum <br />of 15 gallons in size and all shrubs shall be a minimum of five gallons. <br />55. All landscaping and irrigation shown on the approved building permit plans shall be <br />installed by the applicants prior to occupancy of the estate home on the 19-acre lot, <br />except that shrubs and groundcover may be installed within nine months of occupancy. <br />The applicant shall arrange a landscape site inspection with the Planning Department <br />staff upon completion of the landscaping installation. Before the time of Planning <br />Department inspection, the project landscape architect/designer shall submit a letter to <br />the Planning Department certifying that all landscaping and irrigation systems have been <br />installed as per the approved plans and any claimed landscape green building <br />measures. <br />56. The project developer shall submit the subdivision improvement, irrigation, and house <br />plans to the arborist for review in order to determine if any additional site-specific <br />measures are required to preserve the existing trees designated for preservation during <br />construction. The consultant's comments shall be submitted to the Planning Director <br />and shall be incorporated onto the final improvement and building plans prior to issuance <br />of a grading, on-site, and/or building permits. <br />57. No tree trimming or pruning other than that specified in the tree report shall occur. The <br />project developer shall arrange for the arborist to conduct a field inspection prior to <br />issuance of grading permits to ensure that all recommendations have been properly <br />implemented. The consultant shall certify in writing that such recommendations have <br />been followed. <br />58. A final tree replacement plan shall be submitted to the Planning Director for review and <br />approval prior to any tree removal or issuance of building permits. The installation of the <br />replacement trees shall be completed prior to final occupancy of the estate home. The <br />tree replacement plan shall comply with the following requirements: (1) trees shall be <br />planted on the site at a six-to-one replacement ratio for each tree over six-inches in <br />diameter that is removed from the property; (2) unless otherwise approved by the <br />Planning Director, replacement trees shall be species that are native to the area; and <br />(3) at a minimum, replacement trees shall range in size from five-gallon (20 percent), <br />15-gallon (60 percent), and 24-inch box (20 percent). <br />59. No trees shall be removed other than those specifically designated for removal on the <br />tree removal plan. However, since some of the trees that are designated for removal <br />due to poor health would help to screen the proposed home and other improvements, <br />the poor health trees shall not be removed unless they pose a safety hazard or their <br />removal would improve the health of the woodland, as determined by the Planning <br />Director. Prior to the removal of any trees, the arborist shall re-evaluate the trees <br />recommended for removal due to poor health and inform the Planning Director if they <br />pose a safety risk or risk the health of the woodland. <br />
