Kottinger Community Park. As an example, the recently constructed Birch Creek <br />Terrace on Vineyard Ave has a building height similar to three stories. However, <br />because most of the site is at a grade lower then Vineyard Ave., the visual impact is not <br />similar to the proposed development. As a result, from the street/park they do not <br />appear to be multi story. However, the Task Force feels these concerns may be <br />addressed with creative building design and landscaping and thus it wants to move <br />forward with developing building elevations and visuals to determine the visual impacts <br />and how they can be minimized. <br />As part of its analysis, the Task Force explored a two story option. (Attachment 7) As <br />indicated in the drawing, this option also provides 150 units but does not accommodate <br />a continuous walkway between all buildings. In addition, the two story concept uses <br />significantly more of the site limiting open space and reducing site setbacks. As a result, <br />the Task Force determined that the recommended concept site plan best meets projects <br />needs. In response to neighborhood concerns, staff intends to work with the consultant <br />to provide building elevations/renderings and three dimensional modeling with various <br />views for better depicting the building mass and view impacts. This information will be <br />shared with residents and studied prior to making a final recommendation to the City <br />Council. Cost for these services is included in the proposed contract amendment <br />(Attachment 2). <br />Next Steps <br />If the City Council approves the Task Force/staff recommendations, staff will work with <br />the Task Force toward the following: <br />. Develop a conceptual building design <br />. Create a number of conceptual building elevations and a rendering that can be used <br />to inform the public and ultimately, the City Council on the building design. <br />. Develop visuals/modeling to assess the impact of three story buildings <br />. Develop a draft project financial pro forma <br />. Determine an appropriate owner structure include the role of Pleasanton Gardens <br />and the City's Housing Authority. <br />. Determine financial contributions required from the City and Pleasanton Gardens, if <br />any, to develop the project. <br />. Finalize plans for the "City Room." <br />. Develop a recommendation regarding a project developer and the selection process. <br />Page 7 of 8 <br />
