This ordinance shall be published once within fifteen days after its <br />adoption in The Valley Times, a newspaper of general circulation published in the City of <br />Pleasanton. <br />Section 6. This ordinance shall be deemed an urgency ordinance, to take effect <br />immediately on July 1, 2008 for the following reasons: The Dublin San Ramon Services District <br />and the City of Livermore have changed their user rates effective July 1, 2008 and those rates <br />were determined by the District/Livermore to be necessary in order to meet the <br />regional/Livermore's sewer needs. Pleasanton, by agreement with the District and Livermore, is <br />obligated to collect these fees for the District/Livermore from persons within Pleasanton who <br />receive these services. If these rates are not implemented and collected by Pleasanton, the <br />region's health, safety and welfare are jeopardized. This ordinance enables the City Council of <br />the City of Pleasanton to set these rates at the requested levels. <br />
