THE CITY OF <br />°~~°~'~=~ "" CITY COUNCIL AGENDA REPORT <br />j~L~£~S~4NTON® <br />June 3, 2008 <br />City Manager <br />Public Works Department <br />TITLE: CONSIDER APPROVING DUBLIN SAN RAMON SERVICES DISTRICT <br />REGIONAL SEWER USER CHARGES AND CONNECTION FEE <br />ADJUSTMENTS FOR FISCAL YEARS 2008/09 AND THEREAFTER <br />SUMMARY <br />The City contracts with the Dublin San Ramon Services District (DSRSD) for wastewater <br />treatment and disposal services. Existing agreements with DSRSD provide for the periodic <br />review of the regional sewer user charges and connection fees to pay for operation, <br />maintenance, replacement and expansion of the regional treatment and disposal facilities. <br />By contract, the City is obligated to implement the changes in both the regional sewer user <br />charges and regional connection fees that have been approved by DSRSD. Recent <br />changes in regional sewer user char~es and connection fees were approved by the <br />DSRSD Board on March 18th and May 5 h, 2008, respectively. <br />Council action tonight will ratify and adopt the changes in (a) the regional sewer user <br />charges for all Pleasanton residential and commercial customers connected to the City's <br />sewerage system and (b) the regional connection fees for all new users requiring sewage <br />treatment and disposal services or for existing customers requiring additional services as a <br />result of a change in use for the property. <br />RECOMMENDATION <br />• Adopt the attached Ordinance as an urgency measure to take effect July 1, 2008, to <br />amend the Municipal Code to relocate the DSRSD and the City of Livermore's sewer <br />user fees to the City's Master Fee Schedule and <br />• Adopt the attached Resolution amending the Master Fee Schedule accordingly to ratify <br />and adopt adjustments to the regional sewer user charges/rates and regional <br />connection fees for both DSRSD and the City of Livermore (for the area within the Ruby <br />Hill subdivision). <br />With this action, all of the regional user and connection fees, as well as the Livermore sewer <br />user fees (for properties within the Ruby Hill subdivision), will be located within the "Sewer <br />Rates, Fees and Charges" section of the City's Master Fee Schedule. <br />FINANCIAL STATEMENT <br />Both of these fees are "pass-through" fees and therefore, there is no direct impact to the <br />City's General Fund. The City does pay for sewer service for City buildings and, where <br />applicable, future City capital improvement projects will be required to pay the sewer <br />connection fees. <br />
