Commissioner Hoyt asked about the adjoining property and whether <br />or not it has sufficient size to be divided in the manner <br />proposed by this application. Staff responded that it is <br />conceivable to do so. <br /> <br />Minutes <br />Board of Adjustment <br />3/10/86 <br /> <br />Commissioners and staff discussed the third finding with staff <br />indicating there are access and site distances problems which <br />could create a potential traffic problem. <br /> <br />The public hearing was opened. <br /> <br />James McDowell, 2469 Crestline Road, owner of the property, spoke <br />urging approval of his request stating he had previously been <br />issued a variance for a large house on the site. Economics were <br />such that he could not build it. He stated he purchased the <br />property for Marianne Foust, retained Mike Cooper and Howard' <br />Sword to do the technical work. He then presented the elevations <br />of the proposed structures. <br /> <br />Commissioner Michelotti discussed landscaping and fencing of the <br />site. She asked the applicant to address views of adjoining <br />neighbors and Mr. McDowell complied. Commissioner Wellman then <br />asked the applicant if he had contacted the neighbors on the <br />west. Mr. McDowell indicated the only contact he had with. any <br />neighbors was with Ms. Foust. <br /> <br />Mike Cobper, Cooper and Sword, 200 Rose Avenue, reviewed the <br />sizes of the lots which would be created by the subdivision. All <br />services are available via a 20' easement. Regarding the site <br />distance safety factor, he researched stopping factors at various <br />speeds with the Caltrans manual and determined there is <br />sufficient visibility as to not create a hazard by using the <br />driveway as proposed. Ms. Foust has been using this driveway <br />safely for seven years. He also indicated they did not feel <br />there would be a significant impact because of traffic. <br /> <br />Ms. Foust spoke in support of this application,indicating the <br />proposal is compatible with her home and property. She stated <br />that the second lot in the rear has heritage oak trees on it and <br />it probably couldn't be divided like the one proposed. <br />Commissioner Michelotti asked how Ms. Foust would feel if the <br />other property were to be subdivided. Ms. Foust indicated she <br />and Mr. McDowell have agreed to many restrictions regarding their <br />property and would hope that whomever developed the other <br />property would be as cooperative. <br /> <br />The public hearing was closed. <br /> <br />Commissioner Wellman felt that her original concerns regarding <br />safety because of the driveway have been satisfied. Commissioner <br />Hoyt indicated he feels the same way. <br /> <br /> - 2 - <br /> <br /> <br />
