16(a) <br />THE CITY OF <br />°~ N'~'~ "" CITY COUNCIL AGENDA REPORT <br />~L£~1S~4NTON® <br />June 3, 2008 <br />City Manager <br />Public Works Department <br />TITLE: SEWER RATE ADJUSTMENT FOR THE RUBY HILL SUBDIVISION <br />SUMMARY <br />The Ruby Hill development wastewater is treated by the City of Livermore. The City of <br />Livermore recently notified the City of Pleasanton that there will be an increase in the <br />wastewater fees within Livermore. As a result, the fees for Ruby Hill residents and <br />businesses will increase. The residential sewer user rates are proposed to increase <br />from $37.70 to $39.70 per month or approximately 5°/a. The commercial accounts are <br />billed based on water consumption and vary based on type of commercial usage. Those <br />rates are increasing by approximately 6%. In addition to the Livermore charges, the City <br />of Pleasanton imposes an additional 5% administration charge on these accounts for <br />billing and collecting the sewer charges. <br />RECOMMENDATION <br />Open and close the public hearing to receive public comments on the proposed <br />sewer rate changes as required by Proposition 218 <br />Amend Pleasanton's Master Fee Schedule (Section X of Exhibit A) to reflect the <br />changes in sewer rates for the Ruby Hill area effective July 1, 2008 by adopting the <br />Master Fee Schedule as proposed in the next agenda item (the proposed Master <br />Fee Schedule will encompass all sewer rates within the City). <br />FINANCIAL STATEMENT <br />The sewer system is operated on an enterprise basis, whereby user charges pay for the <br />cost of service. The sewer service charges levied against the Ruby Hill development are <br />collected and paid to the City of Livermore for providing sewage treatment and disposal <br />services to the residential and commercial customers in the Ruby Hill area. There is no <br />direct impact to the City's General Fund as a result of the sewer rate increase <br />recommended for the Ruby Hill area currently serviced by the City of Livermore. The <br />City currently imposes a 5% administration charge for billing and collecting the sewer <br />charges. That charge will continue at 5%. <br />
